Step 1 in making eye of the tiger
Simply start with the pupil by overlapping the black circles ... which you can find by changing the brown circle next to the light green leaf ... till you have covered an area larger than your pupil will be.

Step 2 in making eye of the tiger
Use the orange flowers to cut the shape of the pupil... the white flowers will turn in to the light reflection and will be shaped into a circle using orange flowers. How far out you go with the orange flowers is not important since they will be covered up soon when shaping the eye socket.

Step 3 in making eye of the tiger
Here I have defined the white reflection into a circle & added the black on both sides of the eye trying to create as much curve between the orange & black to show the eye shape.

Step 4 in making eye of the tiger
I actually used smaller flowers durring these steps, but since I knew I was going to be repeating myself... I wanted to finish each step MUCH quicker than the real pic... the brown flowers are used to outline the eye... the next step is to cover up the brown flowers with white daiseys, leaving just a sliver of the brown showing...

Step 5 in making eye of the tiger
Again, I am using larger flower to speed up the drawing. I used white around the eye because I thought it would bring it out better, but you can use orange as well.
Alternate white & brown flower layers from here & eventually replace the white with orange to create a nice transition. The direction & shape of the brown stripes will define where the head transitions to the nose... You really cant go too wrong with anything from here.
